to make rules for the pilgrims because they landed outside of Virginia. so they could not follow Virginia's rules.
Mostly to create a document that said they were going to govern themselves. Think of it as they sailed to new land (on the Mayflower) without anyone to govern them so they decided the best decision would be to govern themselves.
