Merchants and wealthy landowners did not want a strong central government, they wanted to maintain the power of the states - that were colonies at the time. They feared that a powerful central government would be a tyranny just like the British one they were running from. Because of that, they defended less power to the federal government and more independence and power to the states governments. This also played into their interests since they were also powerful in politics.
