Also, the government intends to control local government decisions to test social projects and to find out how expensive they are. In addition, conservatives are more religious than liberals, and normally do not accept sexual differences. Thus, Alexander II conservative actions are options 3 and 4, because they wanted to make serfs work for access to land and they granted the power to overrule local government decisions.
