For the 4th player to get an at bat, the first three players must get a hit.  So you are really looking for the probability of the first three getting a hit in a row....

p=(.4)(.325)(.25)

p=0.0325  (3.25%)  (this is of course ignores the possibility of getting walked or hit by pitch :P)

Just to clarify, 3.25% = 13/400, which is B on e2020. The other answer is a lot better than mine, but I just wanted to help anyone to skip a step and get the fraction answer instead of percent.
