Mikhail Gorbachev chose the United Nations forum for his famous speech of 1988 because it was the place where the enemies of the USSR met. During the Cold War, two big blocks clashed. The USSR dominated the eastern block and the western block dominated by the United States. Gorbachev was the new leader of the USSR who wanted to end this war, so he chose to go to the United Nations.
