One party may feel like the government is "disregarding the rights of another or the good of the whole" (Madison). Therefore creating conflict between the two parties; also creating conflict within the country.

In Federalist number 10, James Madison -under the name of Publius- wrote about the utility of the Union as a safeguard against domestic faction and insurrection. Madison believed that the spirit of party and faction would hurt the government because it would create divisions among people. This division would be a reason to start divisions derived from the different ideologies of parties spread through citizens that could confront the country, And that represented a risk.
