In 1985, the economy was failing and was unable to make its payments. There was mass inflation, and reforms were needed to enable debt for restructuring the world banking organizations, and IMF. The legitimacy of the president was questioned and his complete Ministry was chosen by Neves.
The government signed various reforms, but the court ignored them. However, constitutional amendments were passed. Further, foreign ties for the development of the economy of Brazil, helped the government to gain the trust of people. Inflation was controlled, Brazil's international debt was canceled.
