When a bill is introduced in the Congress, it is referred to a committee standing in the House of Representatives, which refers it to the appropriate subcommittee. For example, if the bill is related to matters of taxation, other revenue measures, ports of entry and delivery, a deposit of public money or health programs, it can be sent to the Finance committee which deals with those issues.
Here, the subcommittees, as an essential part of the legislative process, have the chance to examine the bill carefully and determine whether it passes or not to the next step, or it can also ignore and not act on the bill which it's the same as if they had voted it down.
