In 1970, the USSR and the United States shared the same vision. They wanted to reduce their strategic weapons, such as missiles and the nuclear bomb, to avoid another great war that would be terrible for the whole planet. On the other hand, the possession of its weapons was expensive, and the two great powers have economic difficulties. Because the United States spent a lot of money after the Vietnam war and the USSR had damage from communism.

These agreements were made in two stages, the first in 1972 (SALT I), and the second in 1979 (SALT II). In the SALT I Treaty, Richard Nixon and Leonid Brezhnev agreed to limit the construction of launch ramps and missile. In SALT II, it was Jimmy Carter, the new president of the United States, who pursued the policy of the previous president and signed with Brezhnev the prohibition of nuclear weapons in space and the continuation of the SALT I agreements. These two treaties allowed the relations between the Eastern block and the Western block to be better and lead towards the complete end of the cold war that would happen about ten years later.
