A treaty is not supposed to undermine a Country's sovereignty. It is an accord that countries make for mutual benefit. In this case, the whole world is going through a problem because of CO2 and all the countries in the world would benefit for the reduction of this gas. Considering that the Kyoto treaty is about this matter specifically, there's really nothing to undermine the sovereignty of the United States of America.
