When Napoleon got into power (1799) by overthrowing the Directory (a five-person group that governed France), he created a new form of government that consisted in a three-person Consulate, and he was titled the First Consul. Therefore, when he presented France with the Napoleonic Code on 21 March 1804, he was the First Consul.

However, two months later, when the First French Empire era began on 18 May 1804, Napoleon was granted the title Emperor of the French.
