Further Explanation-
President Roosevelt promoted the concept of equality of opportunity among all ethnic groups so that they would participate and contribute to the war effort. Through this Executive Order, Roosevelt ensured that there was no racial discrimination in employment opportunities, and all people of all classes would have equality in employment opportunities. Earlier, African Americans and people of other ethnicities were not allowed to enter in the U.S. Armed Forces. Roosevelt’s decisions gave the U.S. military a heterogeneous composition, as all persons of all ethnicities would take part together in promoting U.S. interests throughout the world.

Equality is one of the hallmarks of democracy, and this has been established by Roosevelt’s decision. By the provisions, the African Americans, minorities and people of other ethnicities could take part in vocational training programs undertaken by federal defense agencies, that were previously restricted to them.
