Hello: 
 an equation   for the line is : y =mx +b    (m: is a slope )

parallel to the line 4y+28x=20 or  y+7x=5  or the form y = -7x+5       ( same slope    m  = -7)
the equation is : y =-7x+b

through the point (-9,3) : 3 =-7(-9)+b....... b=-60
the equation is : y = -7x -60
