As per  Chargaff's rule the amount of base  molecule of DNA must be equal to their complementary bases.  

For instance the amount of adenine must be equal to amount of thymine and amount of guanine must be equal to amount of cytosine and the amount of these two base is never equal to each other.

Thus, in the table if % of cytosine in chicken’s DNA is 21.5 % then the guanine % would be also 21.5%
