 Chekhov's short stories are just that - short stories. You can't tell someone's whole life story in a short story so yes, they are slices of life. If you read his novels, he does indeed stay with his characters through the long haul. 
But is a short story an incomplete story arc? By definition, I think it is not. It is designed to be a piece of life - not a full chronological resume.
