One such thing would be the privacy issue: does the questionnaire protect the identity of the participants? The local committee would have a special interest in protecting the privacy of their locals.

I believe the answer is: Will the researcher have collaborators at the research site abroad?

If the researcher only collaborate with local people, then the permission of the local Chilean committee is all they need. But, if the collaborators would include research site abroad, then it fall to the jurisdiction of the international ethic committee along with big national universities.
