So, we can apply that to our fraction:
[tex](\frac{64m^{6}}{27n^{9}})^{\frac{2}{3}} = \sqrt[3]{(\frac{64m^{6}}{27n^{9}})^{2}}[/tex]
[tex]=\sqrt[3]{\frac{4096m^{12}}{729n^{18}}}[/tex]
