I believe that the first answer is actually incorrect; the Articles of Confederation were changed to become what is today the Constitution of America because society was reduced to anarchy, as states' and individualist rights became too unchecked because Congress was not allotted fundamental powers such as collecting and levying taxes and so forth (the government had actually been too weak).
