  The legislative branch is the one that held the most power. It can create laws, decide the taxes, declare war, remove the President, give special powers to the President. Although it had all these rights and responsibilities, all of them must be declared by the majority of the Senate and the House of representatives by consensus.

  Although it is the branch that used to hold the most power that doesn´t mean that the other branches couldnñt regulate it. The judicial branch revises that the laws are constitutional while the executive branch is responsible for sanctioning or vetoing the laws. Under the Federalist concept, each of the three branches regulated themselves by checks and balances.
