Suppose the external magnetic field is decreased at a greater rate so that it takes less time for the field to drop to zero. what would happen to the induced current in the coil?

The induced current would increase. Even though the external magnetic field is decreased, the rate at which it is decreased takes less time than the dropping of the electric field to 0. More current will be induced since the field does not reach zero when the magnetic field is applied.
