Well most fossils are actually found accidentally. Like when a farmer found the entire skeleton of a woolly mammoth on his farmland. But its a general rule of thumb that once you find the locality and know there is a fossil there, there's bound to be more. But if you are actually looking for one You need to know the age of the rock you’re looking for, who owns the land that the rock is on, and if that rock at the surface is actually exposed. Then they can use things like google earth to see if the rock is exposed.
