The government, in the idealist definition, is implied as the first one, an institution created by a society to create and enforce public policies. However, this is idealistic, in that it is typically, other than a mono-heritage group, to be far-fetched in being realistic. Granted, society creates and calls upon the structures and definition of government to create a general ground-work in how the society should function correctly and, if possible, efficiently. As an idealistic definition this would be correct. One thing to note, however, is the usage of the broad term "government", rather than using an idealistic example of it, whether it is a Democracy (Direct or Indirect), Federacy, or even the extreme ends of Mobocracy or even an Autocracy. Defining all terms of government into one simple definition is hard.
However, if you had to choose one or the other, the first one would be able to fit the bill for more government forms as compared to the other. The governmental institution, typically would need to create and enforce public policies that are popular to a certain degree, as long as it has the support of firstly the military, and secondly those who hold powerful positions in a country's society. This is applicable on all spectrums, and so would be your closest answer to defining government.
The second answer implies that there is some form of sharing of power, whether it is in-name only, or significant. Depending on the size of this said group, as well as the amount of power each group holds, it can range from a Limited Monarchy, all the way to a Direct Democracy. However, all institutions that are allowed to function within a society to create and enforce policies also include these types of governments as well as others listed above, and so would make for a better definition of government.
Note: This is entirely dependent on what you have learned in terms of governmental systems. Depending on what kind of government you look at, you may be able to attribute the type of government to one, or the other, or even having small mixtures of both.
