As a political theory, bureaucracy is primarily a centralized form of management. Bureaucracy literally translates to "rule by desks." It is a hierarchical institution that exists to formulate, enact, and enforce public policy in an efficient and equitable manner.
The federal bureaucracy is responsible for three major functions in government: implementation, administration, and regulation. When Congress passes legislation, it establishes guidelines for implementing the new policies. The process of putting these policies into action is known as implementation.
