As the population of African Americans increased in the colonies, white settlers had a real concern that a bloody uprising may occur in their own community. Each colony enacted a number of laws limiting slave behavior out of fear of a slave insurrection.

To prevent slave uprisings, the slave codes were implemented. The laws prohibited slaves, among other things, from gathering in large groups and from leaving their master's property without a written pass. Every state that practiced slavery had its own laws and body of precedents.
