Meritocracies are political systems in which the most worthy individuals rule. So, if forms of governance other than democracies are considered, the representative is at the top or deserving in all of them.

What is meritocracy?

Meritocracy is a political system in which economic commodities and/or political power are distributed to individuals based on merit, effort, and success rather than wealth or social class. In such a system, advancement is dependent on performance, as assessed by examination or verified achievement. The notion of meritocracy has existed for millennia; the phrase was coined in 1956 by sociologist Alan Fox in the magazine Socialist Commentary. In 1958, sociologist Michael Dunlop Young popularized the phrase in his dystopian political and satirical novel The Rise of the Meritocracy. The following is an example sentence: 'Britain is a meritocracy, and anyone with skill and vision may strive to the greatest level.'
