Throughout the poem, Frost describes how tempting the woods are, and how he would like to see the snow fill them up. The darkness lures him in, and he knows there will be no one else there. He knows the owner of those lands has a house in the village, so they won't see him stopping in those "lovely" woods. However, since he is being pulled by his obligations and has to keep his promises, the temptation can't be fulfilled.
