The General Staff is a management of incidents, organize, and report to the Commander. What I am not sure is about the Command part. (Is it the Command Staff or just Command?) Normally a Command is directing, ordering, or delegated authorities. 

I would like to say "true" for the answer, but I'm not a hundred percent sure if it's right.
