Whereas the The Republic fact is that the State in which the rulers are most unwilling to control is invariably the best and most quietly governed, and the State in which they are most eager to govern, the worst, as Socrates succinctly put it: The leaders should have more aspirations than only to dominate. And we should all strive to achieve morality and knowledge as our ultimate life goals.
There is a chapter in Plato's "The Republic" that discusses the concept of truth in respect to the people and their "intelligent" leader. Socrates describes individuals who have lived in caves since they were young, their hands and necks bound to the walls so they can only see shadows. As a result, they are unable to peek outside the den or learn whether it exists. Outside, a fire is raging, but all they can make out are the shadows of the objects and people. They think that sounds are the sound of the shadows when they hear noises. In the cave, reality and truth are established by the shadows and echoes.
Given this context, Socrates wants us to imagine that one of the inmates or cave dwellers gets freed and exits the cave.
This individual experiences reality for the first time, which hurts their eyes and is difficult to understand. However, the former caveman ultimately starts to doubt the falsehoods he formerly accepted as fact and becomes acclimated to it. This guy chooses to return to the cave and reveal the truth to the people after thinking of the other inmates inside and becoming sympathetic. The cave dwellers already base their whole existence on shadows and echoes, thus bringing them the genuine truth their former citizen has discovered is the hardest undertaking. He could later regret this.
