He completed 18 passes. Since he started out attempting 7 and then it went to 21, 21 divided by 7 is three. To then make it even on both sides you would need to multiply 6 but 3 in order to get the number of completed passes. You can also take the final answer, 18/21, and reduce it and find it is 6/7.
