The relationship between the federal government, state governments, and local governments is that the federal government makes laws that affects the entire nation, the state government governs their own states and local governments ensure that people in their locale are governed well.
At the highest level is the United States federal government. The laws made by the federal government are to be based on the United States Constitution which makes them supreme to all state laws and constitutions.
The state government is the next level and their duty is to govern those in their states. They are to do this by creating laws that are in line with the U.S. Constitution and their own state constitutions.
State governments then create local governments to make the people closer to government.
