This speech was delivered by President Harry S. Truman on March 12, 1947, in front of a joint session of Congress. The Truman Doctrine was his request to Congress for $400 million in financial and military aid for Greece and Turkey.
On two different grounds, Truman defended his request. He argued that if the Communists won the Greek Civil War, it would threaten Turkey's political stability, which would jeopardize the Middle East's political stability.
In order to prevent communist takeover of Greece and Turkey, Truman requests U.S. support for the two countries. Many times, historians have referred to Truman's speech, sometimes known as the Truman Doctrine, as the official declaration of the Cold War.
