James Madison and Alexander Hamilton note that weak confederations frequently subject smaller nations to stronger states within the confederation rather than a strong central government.  The confederation stated:

Instead of being kept in terror and subjection, the more strong members gradually ruled over the rest.

According to Plutarch, it frequently occurred that the delegates of the strongest cities overawed and deceived those of the minor cities, and that the ruling favored the most powerful group.
