Congress decides when an amendment to the constitution should be proposed and considered.
Under article V of the constitution, two ways are recommended to propose and ratify amendments to the constitution:
● Two-thirds of both houses of congress can vote to verify an amendment
● Two-thirds of the state legislatures can ask Congress to summon a national convention to propose an amendment
For an amendment to pass by Congress, it needs to complete some steps. It should first be approved by two-thirds of both the houses, notification is sent to the governer of each state, ratification by three fourth of the state, state actions then are tracked and finally the ratified proposals are proclaimed as a new amendment by the archivist.
