While controlling immigration continues to be a concern of the government, policies have mostly shifted from being exclusionary to inclusionary over time.

The article, ''America's Shifting Views on Immigration'' by Mark Kubic had the main idea that the US government has been very concerned with controlling immigration for almost as long as it has been in existence.

The policies enacted, however, have varied from exclusionary such as laws that prohibited Catholics, Jews, and Asians to policies that were inclusionary such as those that welcomed refugees from eastern Europe when it was dominated by communists.
