It is true that between any two massive bodies. But, the masses of building and a person are very very small as compare to planets and stars. Hence, the gravitational pull is very weak, comparatively negligible.
Why- The gravitational force between 2 massas is independent of their sizes or distribution of mass of the bodies. The gravitational force between 2 bodies does not depend upon the presence or the absence of other bodies. If the masses of the body are small, the gravitational force between them is negligible.
