This wade-Davis bill established a framework for Reconstruction and the re-admission of Confederate states to the Union at the end of the Civil War.
President Lincoln proposed a reconstruction programme in December that would allow Confederate states to establish new state governments after 10% of their male population took loyalty oaths and the states recognized the permanent freedom of previously enslaved people.
The Wade-Davis Act required that 50% of all voters in the Confederate states pledge allegiance to the Union before reunification, as opposed to Lincoln's proposed 10%. The Bill, in addition to the loyalty pledge, would abolish slavery within the rebel states.
