The Articles of Confederation and Perpetual Union were an agreement reached by the thirteen founding states of the United States of America that served as the country's first framework of government. On November 15, 1777, the Second Continental Congress approved it after much debate and sent it to the states for ratification.
Under the Articles of Confederation, John Hanson became the first President of the United States in Congress Assembled in November 1781.
The Articles of Confederation, unlike the Constitution, did not establish three distinct branches of government: executive, legislative, and judicial. Even the President was appointed by Congress through a "Committee of the States"! Instead, Congress wielded all of the central government's authority.
