Tenements existed first built to house the waves of emigrants that arrived in the United States during the 1840s and 1850s, and they described the primary structure of urban working-class housing until the New Deal. A typical tenement building existed from five to six stories high, with four apartments on each floor.
During the late 1800s, millions of individuals emigrated to the United States, primarily from Europe, but also rare from Asia and Latin America. The American-born population also increased at high rates due to increased fertility rates, and falling mortality rates.
This brought massive population growth to American cities, and to keep with this demand, extensive tenements were built. In these tenements, dozens of families transferred to the same building, often in small apartments of low quality and inadequate sanitation. Sometimes epidemics ran around, and social conflicts existed also common.
