Sherbro Island in Sierra Leone received the first settlers from the American Colonization Society. Because of the muddy, unsanitary circumstances on the island, both the settlers and the leaders of the society died frequently. While the ACS sought to prevent the colonization project's total failure, the British governor permitted the immigrants to temporarily migrate to a safer place.

Dr. Eli Ayres was sent by the American Colonization Society (ACS) to purchase land further north along the coast of Sierra Leone. Lieutenant Robert F. Stockton, a U.S. Navy officer, assisted Ayres as he explored the coastal waters west of Grand Bassa in search of suitable ground for the colony. Stockton was in charge of the discussions with the Dey and Bassa leaders who resided around Cape Mesurado.

The local leaders initially resisted giving up their land to the outsiders, but they were eventually convinced to do so in exchange for trade goods, supplies, weapons, and rum estimated to be worth $300. According to some accounts, they were even forced to sign over a "36 miles long and 3-mile wide" strip of coastal land.
