Both the phrases "country" and "state" refer to sovereign political entities. However, a nation is a group of people who are culturally similar but do not have sovereign power.
- Political philosophy historians generally agree that the "first nation state" as we currently define it was founded in revolutionary France because it was the first state to overtly assert legitimacy based on the nation.
