The answer is No. Currently there are no reliable methods to predict short-range earthquake.

A significant earthquake has never been foretold by the USGS or any other scientific organization. We don't know how and we don't anticipate ever finding out in the near future. According to the hazard mapping, USGS scientists can only predict the likelihood that a large earthquake will happen in a certain place during a given period of time.
