I have shown two methods, both work well and can be used to solve other scenarios as well.
[Method One]
We will set up a proportion and solve.
-> A percent divided by 100 is a decimal. This means 100% = 1 in our proportion
[tex]\frac{1}{7} =\frac{x}{3.5}[/tex]
7x = 3.5
x = 0.5
0.5 * 100 = 50%
[Method Two]
We will put the whole value in the denominator, and the "what percent of" value is the numerator.
[tex]\displaystyle \frac{3.5}{7}[/tex]
0.5
0.5 * 100 = 50%
