There is not much context as to whose side you are asking about, but my response is from the South’s point-of-view.
The Vietnam Experience:
The enemy of the Vietnam Experience was the communist government of North Vietnam. The communist government of North Vietnam was at war against South Vietnam (whose ally was the United States). It was difficult in identifying the enemies because of confusion among the two rivals (South & North Vietnam). It was hard for North Vietnam to ground troops in the South because there was confusion among identifying Operation Thunder, military deserters gone rogue, and North Vietnamese militia residing in South Vietnam. Ultimately, this caused a great value of confusion among the two enemies—which led for the difficulty amongst identifying the enemy.
