We want to know the number of laps in an hour

  ⇒ so we must find the rate which ⇒ lap/hour

   [tex]lap/hour =\frac{8/3laps}{4/15hours} =\frac{8}{3}*\frac{15}{4} =\frac{8}{4} *\frac{15}{3} =2*5=10laps/hour[/tex]

So William can run10 laps in one hour
