Although Brutus is close to the emperor of Rome Julius Caesar, he still betrays him and kills him along with others. The reason why he does that is the fact that Brutus is loyal to Rome.
Thus, if he thinks Caesar can somehow harm Rome, he will choose the empire over the emperor. He would rather betray Caesar than Rome. Therefore, we can say Brutus's loyalty lies with Rome.
