The two reasons that the post-exilic Jews saw the need for a recognized written canon were as follows:

  1. Post-exilic Jews realized that without a recognized canon the Jewish laws and customs could not be lost forever, especially, if they experienced another Babylonian-type exile in the future.
  2. Secondly, post-exilic Jews thought it necessary that having a recognized canon would enable their posterity to recognize and keep the Divine precepts, instead of relying on oral traditions.

The post-exilic period occurred after the Babylonian captivity during the 5th century BC.  

The written canon was a compilation of the Jewish people's earlier texts and oral traditions.  It was made from the Five Books of Moses.  It is commonly known as the Torah.
