The rule is, that the part of the plant which transports water in higher concentration will have a potentially higher transpiration rate than the parts of the plant which transport water in a lower concentration.

This refers to the mechanism through which plants intake and evaporate water from and back into the environment.
Please note that water loss occurs most from the leaves of the plants. The stomata of the plant are responsible for controlling water loss or leaf transpiration.
