The US action that Kruschev was opposing was the Establishing a naval blockade to stop the shipment of missiles to Cuba.

This letter was written by Krushchev in order to reject the ultimatum that the US had given to the Soviet Union.

In this letter he rejected the ultimatum that the president gave and he recalled it a piratical and an illegal act.
