The articles of confederation was the first written constitution on the US. It created a national government composed of Congress (who could declare war, appoint military officers, sign treaties, make alliances, appoint foreign ambassadors, and manage relations with Indians). They could not draft soldiers or regulate trade. It establish the functions of the national government after the US declared independence from Great Britain. But, it failed bc congress could not tax and there was no national court system.
