The Articles of Confederation did not actually unify the states. Each individual state saw itself as independent and worked for its own best interest. Additionally, the Articles did not create any national army or government that could help solve conflicts between states. This meant that while the states were loosely connected, there was no way to ensure that there was peace between them. Thus, stability across the country could never be achieved under the Articles.

The US had no power to enforce law, or text states, which was needed because the US agreed in the treaty of Paris that they would pay off their debt to Britain, they also had no way to deal with foreign countries
